Vintage duette in sterling silver & paste, unusual asymmetric, romantic design - metamorphic brooch that is convertible to dress clips

Really unusual and stunning vintage Art Deco paste duette in silver with clear rhinestones in a lovely flowing, asymmetric design. I have never seen one where the two clips form a shape like this one.
This is a cleverly constructed piece in which two identical dress clips fit onto a brooch frame. It can be dismantled so that you have two dress clips that can be worn on clothing, shoes or in the hair.
This is a particularly nice example - the two sides are similar and almost mirror images, each with a pretty, romantic design. The crystal stones are set on sterling silver clips and brooch base: each clip is stamped for silver and with maker's initials on the reverse as shown in the pictures. I am not sure if the silver purity stamp say 900, 925 or 930 - all common levels for jewellery of this type (925 parts per 1000 is the sterling standard).
The maker's initials seem to be H.E. which I have not yet identified. Having found a duette with similar construction (you can copy and paste this if interested: https://www.ebay.co.uk/itm/134690102449), I wonder if this piece is also made in Germany.
The duette is in very good vintage condition, with all stones present, very little wear and a secure roll-over brooch fastener.
