It has components indicating French manufacture such as the poured glass beads and the pretty, clear rhinestone embellished screw clasp. These features would have been used by Louis Rousselet, but probably never in this combination. The crimped gold tone chains have been used regularly by French designer Francoise Montague but again I've never seen a design like this from her. The elaborate filigree panels seem of Czech origin and American brand Miriam Haskell would have used components like these as well as these sort of beads. But again, I have never seen a design like this from Haskell. All three of these brands would have produced pieces without signatures, either all the time or during particular periods and this piece is indeed unsigned.
